Histórico logro político para las mujeres: paridad y alternancia en listas electorales.
La Comisión Primera de la Cámara de Representantes aprobó la proposición presentada por la parlamentaria Ángela María Robledo en beneficio de la equidad para las mujeres.
Bogotá, 29 de noviembre de 2018.– En el tercer debate que cursa la Reforma Política en la Comisión Primera de la Cámara de Representantes, fue aprobada la proposición de la congresista Ángela María Robledo que modifica el artículo 262 de la Constitución Política quedando así: “Parágrafo. Desde las elecciones del año 2019 todas las circunscripciones y listas para los cuerpos colegiados de elección popular deberán estar conformadas de manera paritaria e intercalada entre hombre y mujer”, lo que significa que para el próximo año los partidos políticos tendrán que construir la mitad de las listas de concejos y asambleas con mujeres, además de hacerlo con el sistema cremallera.
“A partir del 2019 las mujeres vamos a tener condiciones en las listas electorales de paridad, o sea 50% hombres, 50% mujeres; y alternancia, es decir hombre-mujer, hombre-mujer… o mujer-hombre, mujer-hombre… y dos elementos fundamentales más: la fecha ¡que sea ya! esto significa que en las próximas elecciones -si el artículo sigue moviéndose como ocurrió aquí- tengamos listas cerradas, paritarias y con financiación estatal. Esto también significa fortalecer la democracia en Colombia, porque democracia sin mujeres no es democracia”, explicó Ángela María Robledo quien agregó que esta nueva conquista para las colombianas se logró con el decidido apoyo de las representantes Juanita Goebertus de Alianza Verde y Adriana Matiz del Partido Conservador, y de las luchas sostenidas de colectivos de mujeres y de plataformas feministas que desde la anterior reforma política de 2011 venían insistiendo por la paridad y la alternancia.
A este triunfo se suma el de la aprobación de la modificación del Artículo 109 de la Constitución Política de Colombia que corresponde a la financiación por parte del Estado para “las campañas para cargos de elección popular, avaladas por partidos y movimientos políticos”, proposición que también fue de autoría de la representante Ángela María Robledo con el propósito de blindar de la corrupción al ejercicio político.
