Propuesta de mecanismo de conversación y construcción de alternativas para la gestión del Complejo San Juan de Dios.
Apreciada Doctora Claudia,
En primer lugar, reciba mi saludo de solidaridad en estos días de tanto dolor para nuestra ciudad.
Quiero compartir con usted algunas reflexiones y una propuesta sobre el proyecto del San Juan de Dios, fruto de mi lectura de documentos, conceptos académicos y conversaciones con personas que por distintas razones han tenido relación con esta propuesta de intervención. Después de escuchar con atención los argumentos de Gustavo Petro Ex Alcalde de la Ciudad, hoy Senador y Presidente de Colombia Humana, de las concejalas de Colombia Humana, a quienes apoye en campaña y voté por ellas y de académicas y académicos que han expresados sus conceptos sobre el proyecto en cuestión, con el propósito de contribuir a dar a la opinión en general la mayor claridad sobre la situación actual y las perspectivas del complejo San Juan de Dios, y para aportar transparencia y viabilidad a las decisiones que están en curso y deben tomarse para garantizar la gestión integral de este conjunto patrimonial de interés para la ciudad y el país, me permito comentarle:
De un lado, he procurado conocer las distintas posiciones y argumentos sobre el debate que se ha suscitado sobre la Torre Central del Complejo San Juan de Dios, y de acuerdo con las conversaciones sostenidas, y la información, análisis, artículos y documentos analizados, es evidente que el tema del Sanjuan de Dios es más amplio que el destino de la Torre Central, y que las decisiones sobre ésta, si bien son las más visibles, no resuelven todos los aspectos ni requerimientos para hacer viable el desarrollo del conjunto patrimonial, ni para su reincorporación al sistema de equipamientos de salud de la ciudad.
De otro lado, soy consciente y respetuosa de la conveniencia de atender los compromisos legalmente adquiridos, pero considero prudente y oportuno sugerir que se evalúen opciones enmarcadas en la actual situación de Pandemia, crisis económica y, espero que no, crisis fiscal, que configuran claramente una fuerza mayor, justificación suficiente para someter a revisión algunas decisiones, condiciones técnicas, costos y beneficios del proyecto en curso, a la luz de una realidad actual y futura que exige criterios muy distintos a los aplicados al momento en que las decisiones fueron tomadas, antes de la Pandemia.
En consecuencia, quiero proponerle conformar una Mesa Técnica, con participación, cuando menos de los grupos de expertos de las Universidades Nacional y de Los Andes, entidades en las cuales se adelantaron los dos estudios, para desarrollar el Plan Especial de Manejo y Protección, con los funcionarios distritales, y nacionales si es pertinente, que usted designe de las entidades involucradas en el manejo de este tema en sus distintos aspectos, una comisión de representantes y congresistas y un grupo de representantes de la sociedad civil que podrían acordarse en su momento, tales como la Sociedad de Mejoras y Ornato de Bogotá, Sociedad de Arquitectos Bogotá, entre otras.
En objetivo de esa Mesa seria, analizar en el contexto actual, las opciones de intervención integral y puntual, y recomendar una ruta de acción factible y responsable al respecto. Algunos detalles sobre la conformación, ámbito de actuación, tiempos, responsables, mecánica de operación, comunicación, evaluación y control del desarrollo de esta Mesa, podrían discutirse y acordarse en la debida oportunidad.
Como feminista e integrante del grupo de mujeres que la apoyamos en su campaña a la Alcaldía, aspiro a que después de esta pandemia una de las prioridades para Bogotá y para Colombia sea fortalecer lo Público y de manera especial darle prioridad a decisiones que vayan en esta dirección. El Complejo San Juan de Dios tiene un enorme significado simbólico en esa línea.
