ESTADO NO ESTÁ PREPARADO PARA BRINDAR GARANTÍAS DE PROTECCIÓN A LÍDERES SOCIALES
BOGOTÁ, 4 DE ABRIL DE 2017
El próximo miércoles 5 de octubre se llevará a cabo un debate de control político contra el Ministro de Defensa, Luís Carlos Villegas y el Fiscal General, Néstor Humberto Martínez, en la Comisión Segunda de Cámara de Representantes, sobre los ataques a líderes sociales y defensores de derechos humanos por parte de grupos armados sucesores de los paramilitares y la obligación del Estado de proteger, investigar y sancionar a los responsables.
Al debate citado por los congresistas Alirio Uribe Muñoz, Ángela María Robledo e Iván Cepeda, en virtud del incremento desmedido de asesinatos de líderes sociales, en el marco de la implementación del acuerdo de paz y posterior firma, están convocados además el Ministro del Interior Juan Fernando Cristo, el Director de la Policía Nacional, General Jorge Hernando Nieto, Defensor del Pueblo, Carlos Negret, Alto Comisionado para la paz, Sergio Jaramillo, la Alta Consejera presidencial para los derechos humanos, Paula Gaviria y el Alto Comisionado de las Naciones Unidas, Todd Howland, entre otros.
Así mismo asistirá Gustavo Gallón de la Comisión Nacional de Garantías de Seguridad, el coordinador de derechos humanos del Pueblo indígena Wiwa, Pedro Loperena, de la Mesa de Interlocución Agraria del Catatumbo, Olga Quintero, del Comité Ambiental de Cajamarca, Alejandro García y de la Comisión de Interlocución del Sur de Bolívar, Teófilo Acuña.
Para el Representante Alirio Uribe Muñoz, “Estos asesinatos de líderes sociales y defensores, demuestra que el Estado colombiano no está preparado para brindar garantías reales de protección no sólo a los líderes, como tampoco a quienes se desmovilizarán y empezarán a defender sus ideas políticas sin armas”
De acuerdo con la congresista Ángela María Robledo, le corresponde al Fiscal General de la Nación investigar a profundidad estos crímenes de lesa humanidad que en los últimos 14 meses han cobrado la vida de 14 mujeres lideresas que cumplen roles muy importantes en sus comunidades y que tienen en común ser defensoras de derechos humanos, estar en territorios donde ha habido violencia y estar involucradas en la defensa de la tierra. “Hemos insistido en que se cumplan las disposiciones del Auto 098 de 2013 que ratifica que las mujeres defensoras de derechos humanos enfrentan de forma constante el riesgo de ser objeto de abusos, agresiones, esclavitud sexual, trata de personas, reclutamiento y asesinatos, y pedimos al Gobierno Nacional y a los organismos de control que se cumpla con el plan de protección a las Mujeres y a la Fiscalía General de la Nación que presente avances en las investigaciones”, aseguró Robledo.
Finalmente, el Senador Iván Cepeda manifestó su preocupación ya que «Desde hace varios meses vienen ocurriendo una serie de agresiones de suma gravedad en las cuales han perdido la vida decenas de líderes sociales en todo el país. Es imperativo que el Gobierno Nacional adopte medidas y acciones urgentes, tendientes a garantizar y proteger los derechos fundamentales de todos los colombianos, en particular, de las personas, comunidades y organizaciones que le apuestan a una paz estable y duradera, con plenas garantías para tan legítimo ejercicio democrático».
