Más mujeres más democracia ¿Cuándo?
Luego de muchos años de trabajo, de las luchas y reivindicaciones de las organizaciones feministas y los grupos y plataformas de mujeres hemos avanzado en que por lo menos en el discurso, el patriarcado reconozca que la inclusión de las mujeres en todos los órdenes de la vida pública, social y política es vital para el desarrollo de una democracia plena y justa, y tiene incidencia directa y positiva en la superación de la pobreza y en el avance social en general.
Sin embargo, y a pesar de los discursos transformistas y de inclusión de las mujeres, la realidad es contundente en que a pesar de ser mayoría en Colombia, -51,6% de la población-, las mujeres ocupan tan solo el 15,6% de los cargos de elección popular, aun con ley de cuotas. En el Congreso, por ejemplo, el número de mujeres aumentó en la última legislatura (2014-2018) en siete puntos porcentuales pasando de 14,1% a 21%; 52 mujeres llegaron al legislativo, muchas herederas de votaciones non sanctas, producto de familiares con líos judiciales por parapolítica y corrupción. Así las agendas, derechos, intereses y necesidades de las mujeres quedaron relegados a un segundo plano.
Cifras de ONU Mujeres indican que en el nivel local las mujeres ocupan el 17,6% de los concejos, el 16,8% de las asambleas departamentales y el 12,2% de las alcaldías. “Según el índice de Brechas de Género de 2016 del Foro Económico Mundial, en Colombia persiste la brecha de empoderamiento político de las mujeres: el país ocupa el puesto 66 entre 144 países, descendiendo dos puestos en la última medición”, anotan.
Pues bien, cursa por estos días en el Congreso de la República una reforma político – electoral que incluye cinco puntos mínimos que de acuerdo al trabajo realizado por las organizaciones de mujeres y las feministas, son “infaltables para avanzar en una real participación política de las mujeres que promueva una democracia incluyente: 1. Aumento progresivo de la presencia de mujeres en las listas de candidatura y en las estructuras de los partidos políticos. 2. Fortalecer el financiamiento de los partidos: por las mujeres y para las mujeres. Incremento del incentivo de financiación que reciben actualmente los partidos según el número de mujeres electas. 3. Financiación de campañas de mujeres políticas. 4. Efectiva promoción de la cultura democrática con énfasis en la participación política de las mujeres. 5. Mujeres en la arquitectura institucional electoral”.
Esta semana en el relanzamiento de la Campaña Más Mujeres Más Democracia, escuché al presidente del Congreso, Efraín Cepeda, quien además de reconocer las inequidades que sufren las mujeres aseguró que se requieren más acciones concretas para incentivar y dar cabida a la participación de las mujeres: “Ojalá pudiéramos llegar en el próximo periodo a esa paridad del 50% de la participación de la mujer”, dijo. A este pronunciamiento se sumó el del presidente de la Cámara, Rodrigo Lara quien aseguró que quiere trabajar por el empoderamiento de las mujeres y “(…) romper los techos invisibles que hacen parte del paquete de nuestra cultura y que impiden que las mujeres asciendan y asuman los liderazgos que necesita nuestra sociedad”.
Como sabemos, la implementación del Acuerdo de Paz, incluida la reforma política, va lenta en el Congreso. La reforma política no ha logrado salir de la tremenda trasquilada que lleva en la Comisión Primera de la Cámara en su primer debate y los cinco puntos por los que abogan las mujeres han sido reducidos -como casi toda la reforma- a su mínima expresión. El aumento progresivo de la presencia de mujeres en las listas de candidatura y en las estructura de los partidos no se ha discutido aún; la financiación para las mujeres sigue en el mismo monto (se pedía aumentar del 5 al 10% pero no se logró); se aprobó que el 15% de anticipos para financiación de campañas políticas deba ser entregado de acuerdo al número de mujeres inscritas en las listas, y en cuanto a la arquitectura institucional electoral, se dejó abierto al principio de equidad de género, lo cual no implica necesariamente la elección de mujeres en el Consejo Electoral.
Llegó la hora de que realmente el Congreso, sus presidentes y los patriarcas de todos los partidos demuestren que en verdad quieren efectivamente romper los techos de cristal, porque como vamos nos tardaremos otros 50 años tratando de subir puntos mínimos en los índices de participación de las mujeres y no lograremos desprendernos como bien lo dijo la directora de ONU Mujeres, Belen Sanz, de esos suelos pegajosos que no dejan ascender a las mujeres. ¡Amanecerá y veremos!
