Un billón de pesos para el sector de artistas, creadores y gestores culturales.
Los congresistas presentaron una proposición en debate del Presupuesto.
Bogotá, D.C., Octubre 19 de 2020. En el marco del segundo debate del proyecto de ley de presupuesto, los congresistas Ángela María Robledo e Iván Cepeda, radicaron para aprobación, una proposición en la que solicitan que el Gobierno nacional destine a través del Ministerio de Cultura, un billón de pesos, financiado con los recursos del Fondo de Mitigación de Emergencias – FOME –, para entrega de ayudas periódicas y garantizar el pago de afiliación al sistema de seguridad social de artistas, creadores y gestores culturales, mediante criterios de focalización sectorial y territorial.
Para los legisladores, “parte de estos recursos, igualmente podrán ser destinados a subsidiar el pago de arriendos y/o nóminas de salas de teatro y museos en el país, recalcando que el Gobierno nacional, deberá en todo momento garantizar el acceso y atención a salud de los artistas, creadores y gestores culturales a través de la red hospitalaria del Estado hasta la vigencia de la emergencia sanitaria”
La proposición la presentan en virtud de las reiteradas solicitudes del sector del arte y la cultura, quienes en una audiencia pública “La cultura en tiempos de pandemia” realizada el pasado 7 de septiembre, y convocada por la Representante Ángela María Robledo y el Senador Iván Cepeda, dieron a conocer un ‘plan de salvamento del sector de las artes, la cultura y el entretenimiento y su cadena de valor´, que pusieron en consideración de los Ministerios de Trabajo, Hacienda, Interior, Industria y Comercio y Cultura, entre otros.
En dicho ‘Plan de Salvamento´ los actores, actrices, representantes de la cultura y el entretenimiento precisamente habían propuesto una serie de fuentes de financiación necesarias para la supervivencia de este sector, uno de los más afectados por la pandemia a causa del COVID -19.
En ese sentido, la proposición es exacta en el monto de la exigencia económica, de acuerdo a estudios presentados por el gremio artístico.
De igual manera, los Congresistas Ángela María Robledo e Iván Cepeda, solicitan que, en un plazo no mayor de tres meses, y después de la entrada de vigencia de la ley, el Ministerio de Cultura, realice el registro de los artistas, creadores y gestores culturales con el propósito de hacer seguimiento a los recursos destinados para atender al sector Cultura, y así mismo, presente al Congreso de la República, un informe semestral de la ejecución de recursos y relación de la población beneficiada.
Para los artistas, “en la cadena de valor del arte, la cultura y el entretenimiento, el artista y la creatividad siempre será el principio y el fin, las organizaciones de producción y circulación somos el músculo que permite la apropiación del público de ahí la importancia que estemos articulados con cada uno de los respectivos Ministerios, especialmente con el de Cultura y el Consejo Nacional de Cultura”
